Same rates as T1.1 in Etz I think. 

Changes made:

- Replaced powered rails to hoppers
- Added blackstone design
- Re-routed kelp block storage
- Fixed droppers that are getting stuck with redstone
- Stabilized the kelp flow (found some errors)
